Organizational Context

Aroha was established with its seat in Geneva in 2017 as an independent, international non-profit organization operating worldwide. Aroha aims to avert climate chaos by mobilizing actions towards limiting global warming to 1.5ºC, enhancing protection of vulnerable communities and ecosystems, and maximizing benefits of the transition to a climate resilient future. Towards these objectives, Aroha operates in partnership with public and private entities across four principal work domains:

  • Policy Shift: Contributing to the development of policies to ensure action consistent with averting climate chaos
  • Financing and Implementation: Contributing to the effective financing and supporting the implementation of actions to avert climate chaos, including through the work of the Financial Futures Center (FFC), hosted at Aroha
  • Communications and Partnerships: Contributing to awareness and understanding and developing and sustaining partnerships vital to averting climate chaos
  • Administration: Supporting Aroha’s programs in the policy, financing and implementation, and communications and partnerships domains with effective internal finance and administration systems

The Financial Futures Center, which is hosted in Aroha, aims to support developing country governments, civil society/development partners, and the investment community with different types of economic and financial climate risk-based analysis and data to support informed decision-making on investment and technological pathways to achieve maximal resilience and high shares of renewable energy.

Position Purpose

The Capital Markets Expert will support the work and fulfillment of the mission of Aroha/FFC, as well as the Financing and Implementation work domain.

The Capital Markets Expert will specifically contribute to a range of tasks and responsibilities related to Aroha/FFC’s Climate Prosperity Plans program by supporting access to the Singapore Stock Exchange.

Reporting Relationships 

The role’s report is to the Senior Manager, Financing & Implementation/Director of the Financial Futures Center.

Duties and Responsibilities

As detailed below, the Capital Markets Expert will focus on contributing to Aroha/FFC’s activities by performing the following core duties:

  • Contribute to the articulation of V20’s interest to engage  with SGX; 
  • Contribute to the development of the structure and strategy for engagement with SGX
  • Develop project documentation such as scoping documents

Stage 1: Complete Initial Scoping Document to Support Interaction with SGX

  1. Set design fundamentals
  2. Establish the business case based on issuer valuation fundamentals, market sizing (potential issuers), and market demand
  3. Test strategic alignment with key stakeholders: issuers, sponsors, investors, regulators
  4. Map out market design issues including an analysis of potential listing rules and regulatory considerations
  5. Set-up of advisory committee (e.g. engagement of market design advisors and engagement of allies/advisors on market and regulatory context)
  6. Initial scoping can be scaled up from an initial concept note to support contact with the Singapore Government and SGX to a more detailed concept paper with analysis of potential  issuers, listing rules and governance (transparency) requirements, and a discussion of how this market would operate in the SGX sustainable finance ecosystem.

Stage 2: Produce Detailed Scoping Document

This includes a pool of potential issuers, how the governance and transparency standards used by the board would mitigate risk for investors and provide developers and policymakers with valuation feedback on market structures. Finally, the case should be made for linking the board to SGX’s plans for a robust sustainable finance ecosystem that would benefit the capital structure of potential issuers.

It may also be important to consider how to address market boundaries and taxonomy issues at

the outset. Equally important is to look at blended capital opportunities.

Stage 3: Outreach and Engagement

If SGX confirms engagement, stress tests can be conducted on the proposed structure of the board and to build consensus amongst a group of potential issuers and other stakeholders.

Other financing and implementation tasks and responsibilities may come up as directed by the Supervisor according to Aroha/FFC program needs.

All Aroha/FFC personnel will be expected to contribute, from time to time, to responsibilities and duties outside of their core functions during specific phases of work where major events and activities demand contributions of all or much of the organization’s personnel.

Profile

Education

Holder of a master’s degree or equivalent (advanced degree) in Finance, Economics or related fields.

Experience 

Over 15 years of previous relevant professional work experience and a demonstrated interest in finance, capital markets and banking. Experience engaging with market operators is a distinct asset.

Competencies, Skills & Languages  

  • Understanding of critical issues in capital market access
  • Experience in engaging with regulators/market operators and investor groups
  • Ability to write reports and produce briefing materials for high-level officials;
  • Proficiency in Microsoft Office programs (especially Word, Excel, and PowerPoint) and Google Suite;
  • Strong organizational skills, including the ability to identify clear objectives, prioritize effectively, and use time efficiently;
  • Excellent interpersonal, oral and written communication skills;
  • Ability to work collaboratively with colleagues, as well as individually;
  • Ability to work under pressure and meet tight deadlines;
  • Native proficiency in English is required

Contract Duration

The initial contract duration stated in the Summary section may be subject to extension, although any extension is dependent on work performance, program needs, available finance and other factors.

Working Hours & Modalities

The daily fees for the Assignment is set at: US Dollars (USD) 1000 per day and a maximum 15 days per month on an output-based arrangement.

The Capital Market Expert is expected to work during Aroha core business hours of 10am – 4pm (local time).

Compensation

An industry-competitive remuneration at international rates will be provided based on the candidate’s experience and working location.
